  • Luskan, the “City of Sails”: A notorious port built by pirates and ruled for centuries by a council of cutthroat High Captains. It thrives on smuggling, mercantile ruthlessness, and naval power. Its culture prizes strength, profit, and independence from the “soft” laws of other cities. For generations, its ships harassed the trade routes of the North, viewing Neverwinter as a prime target for its wealth and a rival for regional dominance.

1. The Wailing Death & Luskan’s Betrayal (1372-1373 DR) This is the defining act of treachery. A magical plague known as the Wailing Death ravaged Neverwinter in 1372 DR, killing thousands. As the city struggled to recover in 1373 DR, Luskan declared war and invaded. Though Neverwinter’s defenders, with aid from allies like Waterdeep, ultimately repelled the attack, the act of being stabbed in the back during a catastrophe is a searing memory passed down through generations. It transformed Luskan from a rival into a perfidious enemy.

2. The Shadow War: Spies and Sabotage The cold war between conflicts was constant. Luskan’s High Captains employed spies and saboteurs to weaken Neverwinter. In a famous counter-measure, Lord Nasher Alagondar went so far as to forbid the creation of accurate maps of Neverwinter to thwart Luskan’s intelligence gathering.   • The Stance Today: The relationship remains openly hostile. Neverwinter views Luskan as a vulture that tried to pick its bones and a den of criminals that can never be trusted. Luskan sees Neverwinter’s recovery as a threat to be contained. Old suspicions are resurfacing with new intensity. Travel and trade between the two cities are minimal and fraught with risk, and both governments watch the other, waiting for the next aggressive move. The cold war has thawed back into a state of active, wary confrontation.
