Waterdeep, the City of Splendors and Crown of the North, is the most important and influential metropolis in Faerûn. A beacon of civilization, culture, and commerce, it is the political and economic heart of the Sword Coast. For Neverwinter, Waterdeep is a crucial ally, a demanding patron, and the dominant power within the Lords’ Alliance, making their relationship one of the most consequential in the North.

Waterdeep’s identity is built upon its unmatched wealth, cosmopolitan diversity, and political might.
- The Premier Metropolis: With a population well over 100,000 (and some estimates reaching into the millions), Waterdeep is a true melting pot and the center of art, fashion, and learning in the North.
- A Commercial Titan: Its outstanding natural deep-water harbor gives the city its name and makes it Faerûn’s largest spelljamming port. It sits at the nexus of the Trade Way (south), Long Road (north), and High Road (coastal north), controlling the flow of goods across the continent.
- A City of Contrasts: It is a place where breathtaking splendor and high culture exist alongside a treacherous underworld and the endless dungeon of Undermountain beneath its very streets.
Geography & Natural Features
Waterdeep is strategically located on the Sword Coast, claiming sovereignty over the lands for approximately 100 miles beyond its walls.
- Mount Waterdeep: The city sprawls northward from the sea along the flanks of this mountain. Its depths are riddled with ancient tunnels, once home to the mithral-mining Melairkyn dwarven clan and now inhabited by deadly creatures.
- The Harbor: The deep, sheltered harbor is the city’s lifeblood, allowing the largest sea-going and spelljamming vessels to dock safely.
- Undermountain: The legendary, deadly dungeon created by the mad wizard Halaster Blackcloak lies directly beneath the city, accessed famously through the Yawning Portal inn.
Government: The Lords of Waterdeep
Waterdeep is ruled by a unique and secretive system designed to prevent tyranny and corruption.
The Masked Lords:
- The city is governed by a council whose membership is largely secret. These Masked Lords wear magical helms to conceal their identities, even from each other, allowing them to move through the city as ordinary citizens.
- The subject of their true identities is a favorite game of the nobility, made more confusing by the Lords themselves planting false rumors.
The Open Lord:
- The Masked Lords are led by the Open Lord, whose identity is public. This individual acts as the face of the government and chief executive.
- Laeral Silverhand, one of the famed Seven Sisters and a Chosen of Mystra, currently holds this office (as of 1491 DR).
Law & Order:
- The City Watch: The local police force that handles crime, disputes, and public safety.
- The Magisters (Black Robes): Judges who run the courts and issue sentences, protected by the City Guard.
- The Blackstaff: The High Wizard of Waterdeep, charged with the city’s magical defense. The current Blackstaff is Vajra Safahr.
Politics & Power: The Relationship with Neverwinter
Waterdeep’s relationship with Neverwinter is its most complex northern partnership, defined by recent history.
- The Pillar of the Lords’ Alliance: Waterdeep is the most powerful member of the coalition, and Neverwinter’s membership is inextricably tied to Waterdeep’s support.
- The Neverember Interregnum: This relationship was profoundly complicated when Dagult Neverember, the Open Lord of Waterdeep, appointed himself Lord Protector of a ruined Neverwinter in 1467 DR. For decades, he ruled both cities, leading Neverwintans to view him as a Waterdhavian governor.
- The Silverhand-Neverember Rivalry: Neverember was ousted as Open Lord of Waterdeep in 1489 DR and replaced by Laeral Silverhand. This created a bitter personal rivalry that now colors diplomatic relations between the two city-states. Waterdeep views Neverwinter’s leadership as problematic, while Neverwinter resents Waterdeep’s past political interference, even as it remains dependent on its trade and alliance.

Waterdeep is divided into administrative districts known as wards:
- Castle Ward: The center of government, containing the Lord’s Palace and many noble villas.
- Sea Ward: An affluent area home to grand temples, the city’s richest nobles, and the Blackstaff Tower.
- North Ward: A quieter district of wealthy homes and minor temples.
- Trades Ward: The bustling heart of commerce and craft guilds.
- Southern Ward: A mix of tradesfolk homes, warehouses, and affordable inns.
- Dock Ward: The rough-and-tumble port district, home to sailors, warehouses, and the Yawning Portal inn.
- The City of the Dead: A magnificent, walled cemetery.
- The Mountainward: On the slopes of Mount Waterdeep.
- Field Ward: A sprawling, unofficial ward outside the original city walls.

- Cosmopolitanism: Waterdeep is home to humans, moon elves, dwarves, halflings, gnomes, and many others. Waterdhavians are typically social, worldly, and proud of their city’s anti-imperialist stance.
- Fashion: Display of status is often understated. Nobles wear subtle crests, while their servants display full heraldry. Women are known for high fashion.
- Religion: Virtually every deity in Faerûn has followers here. The largest temples are dedicated to gods like Tyr, Oghma, Sune, Tempus, and Mystra.
